The whole DZ has it. It's their uniform. I think one of their members helped Ryan fix a glitch so he rewarded
Dz with Void as their uniform. I'm pretty sure all of the higher-ups of Dz have it. Oscar knows about it.

No, That doesn't ruin Void. I believe Oscar has had a couple of sets for a while, It was just there was only 2 people who had it. Also Void will be added to a shop or maybe pest control will be introduced. Either way Void is coming.
