Since you left no sort of explanation how you got to this... I'm going to guess you tried playing via the webclient and that popped up. If that's the case and you want to play the game, you'll have to download the client because they took the webclient out.

thats not it it comes up with the little black pop up screen 'java is not recognized as a internal or external command'
Makka, The Webclient doesn't work. You need to download the actual client.

Do you mean in the client? Because if you use jre(java coding) the path could be changed.
