If someone has your IP, then yes. You can be DDoS'ed.

He needs to change it ASAP, but if he is already getting DDoS'ed it's to late.

Incorrect.
He can unplug his modem for a while and when he reconnects it his ISP will likely give him a new IP. I've also found that if I clone the MAC address on my routed I get assigned a new IP.

Is it safe to unplug my modem n shit?

Yes, 100%. I do it all the time, and when you turn the powerpoint off it also resetts your modem.

-Best of luck.
