I'm not sure if it's possible to add NPC's and stuff for Fletching but it would be really fun.
All you need to do is add the Item Knife to General Stores and Code the skill in.
I hope you can do it!

For your information A knife can be obtained in fight pits and ryan has too much to do as it is for now.. You should just wait untill he has more important issues to resolve.
