That would work, lowering the amount of runes you get wouldn't, since they could type ::runes again until there is enough.
Maybe, giving a time delay between typing ::runes might work.

They can just sit off on the side for however long it takes to get enough runes. Heck, if the delay is 30 minutes or an hour, they can log in every so often until they have enough.

Then what happens when they die? They'll lose all those runes so it's pretty much pointless. So having it delay would work probably.

Yeah, a delay is a good idea. There's nothing stopping them from stockpiling them, putting them into the bank, then taking out whatever would go for the moment though.
