It works on Classic too... If you report someone then it tells you "you cannot mute this player"

That's because you're not a mod, if you were a mod and you do that, it'd mute the player.
Doesn't actually mean report abuse works. ;P Mostly just for mod mutes.

Runescape works, but they never check anything on their's.
