why can i only smith on the 317 client? is that the same for everyone?

It's called the 317 client, and smithing hasn't been added to the 508 yet.

but what about the rune essence mining? that is neither available for players on 508

I think that's because there's no MapData for that location yet. If there is then they haven't added it yet.

There's stuff missing from the 508, Just report anything that doesn't work that's crucial  ::)

There are none. If you want to mine essence, you have to do it on 317.
